Training and development programs at Niagara Officials program

Introduction:

This report is about the training and development programs at Niagara Officials program for educating the people of Niagara regarding ‘how to keep water clean and how conserve clean water. The first portion of the report gives a small overview of the ‘Niagara region’. This report briefly discuss the need for training and development programs and also the basic objectives of training development. It includes a brief training and development program description that includes various aspects like what should be the main objectives of the training and development of the Niagara region. It also discusses who the major targeted audience for the ‘training and development’ program are and by using what methodologies, the program can be carried out. At last it also discuss the estimated cost of training followed by a conclusion. (Barbazette, 2016)

Organizational overview:

Niagara region is basically a new and developing ‘Niagara Official Plan’. It is a long range of planning and a policy planning document in order to shape the economic, geographic and physical development. It is about developing a management strategy with the help of information collected by various research and studies of the various aspects of the growth and development of the region since the year 2006. (David J. Basarab Sr., 2013). The components of the growth of the organization are updated forecasts, needs of lands, growth management policies and have transitioned to new plan. The plan of the Niagara region is also going to include various objectives, policies, mapping and others which approach to the managing of the population and the employment growth. (Charis Michel Galanakis, 2019)

Vision of Niagara Region:

Niagara region is basically regarded as a unified community with some diverse opportunities and some superb qualities. Niagara Community join their hands and try to create a better future for them.

Mission of Niagara Region:

The main mission of the Niagara Region is to serve the residents, visitors and business by means of potential partnership and leadership and also the provision of effective services that are basically community focused. Niagara’s biggest approach to manage the population and the environment growth and also to protect the natural environment, farmland and other resources that provides with sufficient and adequate infrastructure. Niagara region also majorly works with the areas to provide the communities residing over there with clean and safe drinking water facilities and also potential protection from various environmental hazards. (David J. Basarab Sr., 2013)

The major values of the organization are:

The total area covers about 1852 sq. km and the total number of population within the region 449,098.

Training Need analysis:

Training and development program for the Niagara are very important as these programs play an important role in making the people of Niagara understand the importance of consuming clean water. The training and development program aims at making people understand the importance of sustainable water and the importance of drinking clean and purified water. The training programs are required in order to provide a broader access to the new developments of knowledge about the clean drinking water and also the sustainability of training with the help of integration of some in-service training contents in to some pre-service educational curricula and continuation of various training and developmental programs. (Elizabeth F. Need analysis tools that have been used are the:

  • Assessment

The assessment programs for the need of training and development has explored the “community health extension worker” and also the perception of “community health officer” regarding the world-wide accepted competency domains for various public health practitioners throughout the areas of confidence in the capabilities of demonstrating the competency of ‘how to keep water clean’ in Niagara. (Gregory K. Mislick, 2015)

Scores of the need analysis assessment:

The scores of the needs have been calculated for each and every competency domain and as well as all individual levels skills and ability. There is majorly a need for training and development programs for various knowledge about the importance of cleanliness of water. The people of Niagara should know what the importance of cleanliness in water is. They should stop wastage of water.

Niagara lies in Southern Ontario Canada and in the west side of the Niagara river.

It goes without saying that a training can prove to be an important contribution towards the development and the maintenance of various competencies in order to deliver quality services. The assessment of needs in the training and development programs figure out the areas where the training is needed and who are to be majorly targeted to be trained. It gives information about how to increase the availability of various skilled health workers in Niagara for clean water. (Gregory K. Mislick, 2015)

Training Objectives:

The major objectives of the training and development programs for the ‘Niagara Region’ are to develop the workers in the field of computer access and other aspects of informational technology. The Regional Municipality of Niagara is looking forward to update and also change the present methods and providing training programs to the staffs, especially in the areas of business technology and software as a portion of the yearly calendar of learning. The main task is to make people aware of ‘how to keep the water of Niagara Clean’ for facilitating the safe drinking water. (Harrison, 2015)

In the present days, “Niagara regions provides the employees with the all kinds of opportunities for getting trained in the ‘business software and technology’ through ‘learning days’ and they learn about various methods regarding how they can keep the water clean and how important clean water is for mankind. In order to make them learn the how to keep the water of Niagara clean, it is important to make them understand the various cleanliness aspects of clean water. Many of the training programs that the organization runs currently covers two to three times per year. Also, apart from that, the training programs that is provided to the employees encompasses the various fields like online facilitated training programs to the employees throughout the region of Niagara. The training and development programs also works in consultation with the HR department and IT services in order to assure the training delivery and the contents meet the needs of the regional staffs.

Target population:

The targeted population of Niagara Region for the training and development program are the common public who are especially residing in the rural areas. Apart from that, the main targets would be the stake holders of the organization those who need to be trained so that they can reinforce the message about sustainable water conservation. All the trainees would be given one-to-one training in order to learn the various aspects of sustainable water resources and how to maintain the cleanliness of water. This is because, if the training program is successfully carried out, it is highly expected that the training program will provide support for a particular matter of subject on keeping the water clean and the training technology as well. The training programs will also impact on the delivery methods. All the employees and the managers and the leaders who are involved in the official planning of Niagara region are also the target for the training and development programs because of the know all the aspects where to work on, only then they can be able to train the common public. (Harrison, 2015)

Delivery methodologies:

Some of the effective methodologies that can be used to deliver the training and development programs to the people of Niagara are

  • Direct communication,
  • Education
  • various campaigns.

The training would be carried out within the university in the training room. The training process will be carried out within in the working hours of the organization. All the lessons of the training would be carried out in a one – to – one manner. The concerned trainees in this ‘training and development’ program are the stakeholders within the Niagara Region, those who are needed to be trained following some effective methodology in order to help reinforce the message.

In order to make the people follow the HRIS, several steps can be taken:

  1. Proper Planning and Defining of objectives.
  2. Involve stakeholders to secure and manage the transition after the training.
  3. Create an effective project team and work potentially together in order to achieve the goals.
  4. Creating a process map for the implementation.
  5. Posting live training videos can help reach greater number of people.

The training period would be 1 day. The Interview training consultant would be the instructor of the training. In the training room, more than 50 people can accommodate. The room would consist of pens, papers, leaflets, various useful book about “sustainable of water”, projector, computer, etc.

Direct communication:

It is the method where a group of employees can go to the employees can go and visit to the people of the targeted region of Niagara where the rate of water pollution is the highest, and make them learn the process of keeping water clean in their surroundings. They can make them aware of all kinds of diseases that can spread from the consumption of unclean water. Educating them about how not to waste water and how to maintain and clean and purified water can be a very effective method of training.

Education programs:

Education programs can be like a social gathering where the learned people will be talking and discussing about the various dangerous problems that can arise due to the exploitation and wastage of clean water and also about the various useful methodologies of how to keep water clean various purposes of consumption including drinking. Distributing books and leaflets that mentions all these vital points can help in the training and development of the community. The education programs can be carried out by using various tools like video tutorials, textbooks, small stage drama, etc. (Harrison, 2015)

Campaigns:

Campaigns are another effective methodology of training and development program in the Niagara Region. The campaign means that the training and development group can run a campaign of any kind of ‘water conservational activity’. The greater number of people participating in such campaigns, the more will be the success rate of the training and development program.

Advantages:

  • The advantages of the training program would be that the people of the Niagara Region, of Canada would learn and get to know all the aspects of ‘How to keep water clean’.
  • When the stakeholders would be trained, they would be able to reinforce the message to the rest of the public of Niagara.
  • Positive outcomes on the development of the various environmental aspects of the region.

Disadvantages:

  • The main disadvantage that might be faced during the training and development is the clashes between the trainees. Sometimes due to behavioral gaps, there may be some issues regarding the behavioral clashes within the training room.
  • The communication gaps can remain. Not necessarily, all the trainees sitting in the training room, would have the same IQ level. So, if the training is conveyed in a single way for everyone, not everyone would be able to get the exact message that is intended to convey through the training.

For mitigating the disadvantages, one-to one training would be the most effective way. Then, there will be no chance for behavioral gaps and no chance for communication, as the trainees would be able to ask questions to the instructor individually.

Training Budget:

The estimated Budget for carrying out this training program is 20000$. This budget has been estimated on the basis what can be the possible expenses in various fields. The payment of the employees or their wages who are going to carry out the training program by visiting the houses of Niagara peoples. The cost of demonstrating the various training methods like the jar test and other methodologies. (James D. Kirkpatrick, 2017)

The budget of the training which is kept as 20000$ is also based total how many workers are working here in this project. It includes the estimated costs of delivering the training programs by means of various video tutorials, e learning, etc. The training materials are also a part of the training program such as books, leaflets, and videos.

Evaluation:

Evaluation is referred to as whether the training and development program has reached its targets that it had aimed at. Evaluation is the method that includes performing several activities in order to determine how successful the training and development program was. The evaluation program also helps to determine the various gaps and the short comings of the training and development program. The various tools that can be used to evaluate the success rate of the training and development programs, and they are as follows:

  1. By calling for a survey addressing what knowledge the common public have gathered from the training program on ‘how to save water and how to keep water of Niagara clean.
  2. Evaluation can be done by testing the water of the affected areas of Niagara. This can be carried out by a pH test in order to ensure whether the training programs were able to achieve what they intended to.
  3. Return on investments: if the training and development had been successfully carried out, then there must be a good return on the investment done in the training.
  4. The water quality reports provided by the municipality and the public faculty are to be studied carefully in order to obtain information on whether the training program was able to meet its objectives.(Prato, 2013)
  5. It can be done by testing the disease rate that can arise from unclean water. This can be a useful method of evaluating the success rate of training and development program.

Conclusion:

This report is about the “training and development programs” of Niagara region. It is basically a newly developing official planning of Niagara. It is about how an effective and a potential training and development program can be carried out in order to minimize the wastage of water and how to educate people of how to keep water clean. It briefly describes what the main objectives of the training program are and how they can be delivered to the people of Niagara. A thorough evaluation planning has also be done to evaluate the effectiveness of the training and development program. A part of this report also consists of what was the budget of the training program.
