Can i implement a 4-bit CPU in vhdl

I have some doubts.

In the question there is a term called “”ESS chamber””…… whats that ?

And also do we have to do specific design in AVR tool or any

implementation in AVR tool is sufficient ?

Can i implement a 4-bit CPU in vhdl ? bcoz i have good idea on how to do it in vhdl.
